In an attempt to give an institutional channel to the Country Email List mobilization that took to the streets of Chile, a transversal political agreement proposed a constituent process that would give voice to these new actors. This agreement would allow a sacrificial gesture by the Country Email List political elite to hand over the 1980 Constitution and accept that the new rules be written by a body other than Parliament. In particular, it was agreed that a Constitutional Convention would be in charge of drafting the new constitutional text. In order for this space to be consolidated as an Country Email List instance different from that of the different forms of representation of conventional politics, it was agreed that it would have three fundamental characteristics.
First, gender parity would be guaranteed among the conventional Country Email List elected constituents. Second, reserved quotas were established for native peoples. Lastly, in tune with the strong anti-partisan sentiment of the demonstrations, the Convention established an Country Email List unprecedented mechanism to facilitate independent candidacies. These independent candidates could be grouped into lists that would allow them to add votes and compete on equal terms with the parties, without having to conform as such. Some of these forces and the Communist Party considered it a betrayal, especially the acceptance.
